Abstract

In a judicial order of 18th November 2014 of the Criminal Court of Spain’s National Court ordered international arrest warrants to be issued against five Chinese leaders, including former president and Party secretary Jiang Zemin, and former Chinese prime minister Li Peng. Soon after the Spanish Government, under the pressure of the Beijing authorities proceeded to a new revision of the Organic Law of Judiciary Power, proposing radical amendments and further restrictions to universal jurisdiction. The Organic Law 1/2014 was published on 10th March 2014 and since then different judges of the Spanish National Court have interpreted and applied the new provisions with contradictory results.
