The United Nations and the Syrian civil war: phases and dilemmas.

This paper systematizes the five phases into which the actions of the United Nations Security Council in the Syrian war can be classified. In its various chronological milestones, it identifies at the same time the main dilemmas faced by the international community. Special attention is required by the dilemma of humanitarian intervention and humanitarian assistance, with the decline of the responsibility to protect; that of the demand for international criminal responsibility of individuals responsible for war crimes and crimes against humanity, as well as the central dilemma of the paralysis and inaction of the United Nations by the exercise of the right of veto in the Security Council.
