This article describes and analyses the ups and downs in the European Union's relationship with Cuba, which have evolved from the non-understanding cultivated in the early years to the attempts at cooperation that are now trying to take precedence. The first part focuses on the 1996 Common Position, which strained the already difficult relations between the two parties, while the second part analyses in depth the 2016 Political Dialogue and Cooperation Agreement, a turning point that opened a new and more friendly stage.
