Libya’s conflict shows that in practice the concept of the «responsibility to protect» can not follow the parameters used in this case. The responsibility to protect is not accepted for review the rules on the conduct of the hostilities that have been implemented by the coalition forces. Indeed, against the framework established by resolution 1973 of the Security Council, which was limited to the protection of civilians, the NATO Member States have intervened as a foreign military support to rebel forces, in order perhaps to overthrow the political system
