International law is created by and for state actors. However, non-state actors are changing the rules of international order in the 21st century. This article examines whether the challenges posed by non-state actors call for a new model of legal order. They undoubtedly contribute to the progressive development of international law and to the generation of a new opinio iuris, but without substantially altering the structures of international legal personality.
