This article analyzes in detail how the Council of Europe is an appropriate international forum for the diplomatic activity of the Holy See. The particular status of the Holy See as a Permanent Observer together with its international juridical personality facilitates the reception of the Catholic Church's message in crucial aspects of the Council of Europe.

RIGHTS TRANSFER
