This article discusses how unstructured or failed states are a threat to the international community and their own populations. Taking the case of Somalia, it analyzes how the rules of international humanitarian law do not provide satisfactory solutions for the resolution of conflicts, despite the express commitment of the belligerents to abide by the rules of IHL and the efforts of the Peacebuilding Commission and other international initiatives.
