This article analyzes how the so-called right to decide invoked by Basques before and Catalans now is identified with the external dimension of the right to free self-determination, according to international law. The inherent limit of this right, related to the territorial integrity of the State, makes the unilateral Declaration of Independence of Catalonia ineffective and has - as the title of the paper points out - little factual and legal scope.
