El alcance del derecho de legítima defensa es objeto de interpretaciones diversas en la práctica reciente del Consejo de Seguridad de las Naciones Unidas. Las resoluciones posteriores al 11-S podrían suponer un cambio de rumbo. El actual debate se centra en la admisibilidad de la legítima defensa frente a actores no estatales, pero más allá del problema de su imputabilidad al Estado y el umbral exigible a los efectos de dicha atribución. La clave radica en las condiciones intrínsecas de la legítima defensa: necesidad y proporcionalidad.

RIGHTS TRANSFER
