Towards a European Defense Union or How to make a virtue out of necessity

An actor such as the EU should go beyond mere external crisis management to truly ensure common security and defence and enable the union's engagement in all phases of crises and conflicts. This paper aims to analyse the main achievements, especially since the Treaty of Lisbon, in the area of security and defence, in order to determine whether, at last, we are facing a genuine European Defence Union. To this end, several aspects are analysed: the Union's missions, defence and security relations with neighbouring and third states, the contributions of the White Paper on the Future of Europe, the 2016 Global Strategy, the European Defence Action Plan and the implementation of permanent structured cooperation.
