New Tasks of Cooperation and Co-Development. Its Role in the European Agenda to Fight Against Terrorism

This article analyses the responses to the terrorist phenomenon, but from a more cooperation and development-oriented perspective. Specifically, the first part describes the different strategies developed by the United Nations, the United States and the European Union in recent years. It then examines how the EU has begun to approach development assistance as a measure to control and fight terrorism (the so-called securitisation of development). Finally, specific mention is made of Spain and its involvement in development cooperation, with special reference to the 2018 Cooperation Plan and its shortcomings with respect to terrorism prevention.
