INTRODUCCIÓN. I. ORIGEN, CAUSAS Y EVOLUCIÓN DE LA CRISIS HAITIANA: 1. El fin de la dictadura de los Duvalier y la elaboración de la Constitución de 1987. 2. Las elecciones del 16 de diciembre de 1990 y la asistencia electoral internacional. 3. El golpe de Estado del 29 de septiembre de 1991: La inmediata reacción internacional frente al golpe. 4. La mediación de la OEA y la ONU en el restablecimiento del Gobierno legítimo: a. Las primeras negociaciones y los Protocolos de Washington de 23 de febrero de 1992. b. La Misión especial de la OEA (18-21 de agosto 1992) y el posterior intento de reapertura de las negociaciones. c. La creación de una Misión Civil Internacional en Haití (MICIVIH). d.
