Modern democracy is ambivalent. It is necessary to distinguish between two versions of equality (substantial equality and equality by default) and consequently between two versions of our modern democracy: substantial democracy and procedural democracy. Now, the rules of the game, that of procedural democracy, are not sufficient. Only substantial democracy gives its full meaning to democratic participation by fostering the citizens' skills and virtues that are essential to the maintenance and the good functioning of the regime.
