The finance officer and the Finance Council support and work with the Bishop in the administration of the goods of the diocese. The study analyzes the relationship between finance officer and Finance Council, and asks whether the specificity and independence of both functions are fulfilled if the treasurer is a member of the Council. It also presents the case for an eparchial finance officer, noting the difference from a diocesan finance officer. Information is available on the situation in this respect for the dioceses of Argentina and Spain. Although the treasurer cannot be a member of the Finance Council, it is made clear that this need not mean (s)he cannot attend meetings or participate in them, with a right to express their opinion. The study leads to the framing of a proposal based on the third paragraph of canon 492 of the CIC.
