Each time and more frequently every day institutions of non formal education are assuming an increasing relevance in people’s permanent training. This paper sums U.P. a research carried out on a national level, based on one of these institutions which at the present time had more than two million students. We are talking about the Spanish popular universities currently are expanded by in 22 Provinces of 11 Autonomous Communities: Andalucía, Aragón, Castilla La Mancha, Extremadura, Galicia, La Rioja, Madrid, Murcia, Castilla León and Valencia. In this research three types of questionnaires were used for every sector related to this project: managers, monitors and participants. At the same time, we carried out a case study in the Popular University of Loja (Granada) so as to make the data collected more significant in this way, we have been able to characterize and describe the main tasks of Spanish “Popular Universities” and the vision that each of the mentioned sectors have of them.
